José Luis Ábalos is a former Spanish minister and former organization secretary of the Socialist Party (PSOE) who was recently sentenced to 24 years and three months in prison for his role in the Koldo case. In June 2026, the Supreme Court of Spain found Ábalos guilty of running a criminal organization, bribery, embezzlement, and influence peddling. The court determined he and his associates manipulated public procurement contracts for 13 million facemasks during the Covid-19 pandemic to generate illicit profit. Evidence confirmed Ábalos received monthly payments of 10,000 euros for personal expenses, had rent paid for an associate, and used his influence to secure government jobs for individuals with whom he had personal ties. Additional confirmed misconduct includes: - Receiving a villa in Cádiz worth 585,000 euros in exchange for securing state authorization for a hydrocarbons firm. - The misappropriation of 95,000 euros in unaccounted personal expenses while in office. - Evidence of arranging meetings with sex workers, including using his influence to secure them roles in state-owned transportation companies. Following his arrest in November 2025, Ábalos became the first serving congressman to be incarcerated since Spain’s transition to democracy. He was expelled from the PSOE in 2024. Investigations into related offshoots of these corruption networks, including allegations of illegal cash payments to PSOE headquarters and contract rigging, remain ongoing.
