Herman Halushchenko, who served as Ukraine's Minister of Energy (2021–2025) and Minister of Justice (2025), is currently facing criminal charges related to the Midas corruption case. On February 15, 2026, he was detained by the National Anti-Corruption Bureau (NABU) while attempting to leave Ukraine. He is formally charged with participation in a criminal organization and money laundering. Investigators allege he facilitated a kickback scheme at the state-owned enterprise Energoatom, where contractors were forced to pay 10-15 percent of their contract values to secure payments. Authorities claim this scheme funneled over $112 million in illegal cash through intermediaries, with approximately $7.4 million plus millions in Swiss francs and euros moved into offshore accounts and Swiss banks for the benefit of his family. In late 2025, Halushchenko faced scrutiny when NABU searched his properties, and he was subsequently dismissed from the justice ministry in November 2025 amid the investigation. Additionally, in 2024, Halushchenko faced public criticism and accusations of lying to parliament after denying a reported technical accident at the South Ukraine Nuclear Power Plant, which was later confirmed by the International Atomic Energy Agency. He has denied wrongdoing regarding the Midas allegations. If convicted, he faces up to 12 years in prison.
