Senator Ciro Nogueira (Progressive Party) and Senator Jaques Wagner (Workers' Party) are currently subjects of the ongoing Operation Compliance Zero investigation involving Banco Master and its former owner, Daniel Vorcaro. Senator Ciro Nogueira is accused of accepting at least R$ 6 million in bribes between 2024 and 2025 in exchange for legislative favors, including the so-called Master Amendment to expand deposit insurance coverage. Investigators allege he received monthly payments of R$ 300,000 to R$ 500,000, private travel, and luxury lodging. Authorities also identified suspicious transactions involving companies linked to his family, such as CN Motos and CNLF, alleging money laundering. He denies all misconduct. In 2020, Nogueira was indicted for allegedly receiving R$ 7.3 million from the construction firm Odebrecht, but the case did not result in a conviction. Senator Jaques Wagner is under investigation for allegedly acting as a key intermediary for Banco Master’s interests in Congress. Police claim he traded legislative influence—specifically regarding payroll loans and bank acquisitions—for benefits including concert tickets, private jet travel, a R$ 2.45 million apartment, and a R$ 3.5 million payment to a company linked to his family. During June 2026 raids, police seized significant amounts of cash in multiple currencies from his properties. Wagner has not been convicted of these charges.
