José Luis Ábalos, former Spanish Minister of Transport (2018–2021) and PSOE Secretary of Organization, is currently incarcerated following his June 2026 conviction. In June 2026, Spain’s Supreme Court sentenced Ábalos to 24 years and 3 months in prison for his role in the Koldo Case. He was convicted of criminal organization, bribery, embezzlement, and influence peddling. The court found that between 2018 and 2021, Ábalos led a network with his advisor Koldo García and businessman Víctor de Aldama that rigged public contracts, including the purchase of 13 million COVID-19 masks. Ábalos personally received 10,000 euros monthly, had rental payments for an associate covered, and secured employment for individuals in public companies. Additional controversies include his 2020 meeting with Venezuelan Vice President Delcy Rodríguez, violating EU entry bans, and a separate investigation into 95,000 euros in unaccounted personal expenses.
