L. Louise Lucas

State Senator L. Louise Lucas has faced several investigations and controversies over her career: In May 2026, the FBI raided Lucas's office and a cannabis dispensary she co-owns as part of an ongoing federal investigation into alleged corruption, bribery, and illegal marijuana sales. As of June 2026, she has not been charged with a crime. In 2020, Lucas was charged with two felonies for conspiracy to commit a felony and injury to a monument during a protest at a Confederate statue. The charges were dismissed in November 2020 due to insufficient evidence. Regarding financial conduct, investigative reports have scrutinized her use of campaign funds for luxury expenses, donations to her daughter’s political campaigns, and payments to her own business, Lucas Lodge. Reports also highlighted her business's receipt of Medicaid funds while she simultaneously served on committees overseeing those agencies. In 2008, a lawsuit filed by companies controlled by Lucas against the City of Portsmouth regarding a failed bond project was dropped. Additionally, a 2022 investigation found her cannabis store was selling mislabeled products containing delta-9 THC.
