Rubén Rocha Moya, the former governor of Sinaloa, is currently facing a formal indictment from the United States Department of Justice, filed in the Southern District of New York.
In April 2026, U.S. authorities accused Rocha Moya of conspiracy to import narcotics, possession of machine guns and destructive devices, and conspiracy to possess the same. The indictment alleges that he collaborated with the Sinaloa Cartel’s "Los Chapitos" faction, claiming he received campaign support in 2021—including the intimidation and kidnapping of political rivals—in exchange for protection and allowing the group to operate with impunity. He has categorically rejected these allegations as unfounded.
Previously, in August 2024, Ismael "El Mayo" Zambada alleged in a letter that he was en route to a meeting with Rocha Moya and the late Héctor Melesio Cuén Ojeda when he was captured; Rocha Moya denied involvement and stated he was abroad. Following the U.S. indictment, Rocha Moya took a temporary leave of absence from the governorship on May 2, 2026, to facilitate ongoing investigations. There have been no criminal convictions against him regarding these allegations.
